Technical reports describe the progress or results of scientific or technical research and development. They are usually produced in response to a specific request or research need, and serve as a report of accountability to the organization funding the research and development.
Preprints are the initial versions of papers. At a later date - usually after peer review - they may be published in journals, conference proceedings or collections of articles.
National or international reports and preprints are usually published by university departments, institutes, private industry, or government agencies and laboratories.

Publication and dissemination of reports and preprints are not officially coordinated. They are usually not available via the usual channels (publisher, book shops), and as a result, they can be particularly difficult to identify and locate. Increasingly many reports and preprints are available electronically via search engines and in Institutional repositories.
