Title: Governance of Quantum Technologies: From Theory to Adoption

Abstract:

Understanding the ethical, legal and societal implications of different quantum computing technologies will be crucial to facilitate its possible adoption. The benefits of quantum computing in areas such as health, communications, logistics and finance will only fully materialize if appropriate governance frameworks for the responsible use of the relevant technologies are developed. Governance questions will have to be examined at different levels. International law and norm development will be needed to address international aspects of access to quantum technologies. Economic regulation and intellectual property are needed to support functioning markets, innovation and market entry for start-ups. Fundamental rights protection (e.g. communications freedom, privacy and data protection) are important normative conditions for the development of relevant technologies. A regulation by design agenda for quantum technologies can support the early development of governance at the technological level, to support requirements such as verifiability, accountability and the reliability of the technologies.
